“Thailand FastPass” is Established for Investment Projects“泰國FastPass”為投資項目成立

The Board of Investment in Thailand (“BOI”) has announced an ambitious four-month plan to accelerate the approval of approximately 70 outstanding investment projects, with a combined value of 300 billion Baht, aiming to get them started within the next four months. These projects were approved during 2023–2024 but have encountered obstacles and challenges in implementation. The aim is to resolve bureaucratic hurdles, particularly permit and licensing delays, through direct intervention from the BOI.

泰國投資促進會(“BOI”)宣布一項為期四個月的雄心勃勃的計劃，旨在加快審批核准約70個待審投資項目，總價值達3000億泰銖，並力爭在未來四個月內啟動這些項目。這些項目於2023-2024年期間獲得批准，但在實施過程中遇到障礙和挑戰。該計劃旨在透過BOI的直接干預，解決官僚主義障礙，尤其是許可和執照批准的延誤。

At the same time, subcommittees have been appointed to address three key areas of obstacles, namely electricity, land acquisition for investment, and visas and work permits, which are common challenges for investors across all industries. The BOI Secretary-General serves as the chairperson, working together with relevant agencies to swiftly resolve these obstacles.

專門小組委員會也同時成立，解決電力、投資用地、簽證和工作許可三大關鍵障礙，這些都是各行各業投資者面臨的共同挑戰。BOI秘書長擔任主席，與相關機構合作，迅速解決這些障礙。

The BOI has launched the “Thailand FastPass” to speed up processing approvals of multi-billion-baht investment projects, aiming to support the government's “Quick Big Win” policy. To qualify for FastPass, projects must have submitted investment promotion applications, exceed a 1-billion-baht threshold, fall within targeted industries such as biotechnology, semiconductors, robotics, automotive, and digital technology, and contribute to the economy through job creation, supply chain growth, or industrial advancement.

BOI推出“泰國FastPass”，加快審核數十億泰銖的投資項目，旨在支持政府的“Quick Big Win”政策。要獲得FastPass的資格，專案必須提交投資促進申請，超過10億泰銖的門檻，屬於生物技術、半導體、機器人、汽車和數位技術等目標產業，並透過創造就業機會、供應鏈成長或工業進步為經濟做出貢獻。

The BOI, during its meeting on 17 October 2025 held by Deputy Prime Minister and Minister of Finance Ekniti Nitithanprapas, approved criteria for the selection of investment projects eligible for the Thailand FastPass system.

This FastPass system is the first of three core strategies for the four-month period, which also include developing a skilled workforce and upgrading Thai entrepreneurs. The BOI has identified a pressing need to develop a skilled workforce for high-growth sectors, including clean energy, semiconductors, electric vehicles (EVs), advanced digital technology (AI), and Bio-Circular-Green (BCG) industries.

這項FastPass系統是泰國未來四個月三大核心策略的首項，其他策略還包括培養高技能勞動力和提升泰國企業家的素質。BOI已確認，清潔能源、半導體、電動車(EVs)、先進數位技術(AI)和生物循環綠色(BCG)等高成長產業迫切需要培養高技能勞動力。

The BOI also approved a new promotion category for the production of key components used in high-density battery cells—cathodes, anodes, electrolytes, and separators—with a three-year corporate tax exemption.

BOI批准一項新的促進類別，用於生產高密度電池單元的關鍵部件——陰極、陽極、電解質和隔膜——並給予免三年的企業稅。

Finally, the third measure is designed to boost the competitiveness of Thai entrepreneurs by encouraging them to modernise. This involves supporting the adoption of automation, digital technology, and more efficient machinery.

最後，第三項措施旨在透過鼓勵泰國企業家實現現代化來提升他們的競爭力。這包括支援採用自動化、數位技術和更有效率的機械。
