On 9 September 2025, Deputy Finance Minister Julapun Amornvivat announced that the Thai Cabinet has confirmed the 7% VAT rate is to be extended until 30 September 2026. Royal decree will be issued for it because the 7% VAT rate is set to expire on 30 September 2025. The 7% rate applies to the sale of goods, the provision of services and imports.

The decision to continue with the 7% VAT rate was due to the limitations and risk factors facing the country’s economy from increased household, business debt, coupled with low unemployment, inflation rates, declining interest rates, the impact of US import tariffs, and the volatility of the global economic and trade system.

VAT in Thailand has started in 1992 at 10% and was reduced to 7% in 1997 during financial crisis. So far, the rate has been remained at 7% for 27 years. Even though the law is being reviewed every year, the government has no intention to raise the VAT rate yet.

Royal Decree No. 799 was issued under the Thai Revenue Code on 13 September 2025, followed by the Cabinet’s approval to extend the VAT rate at 7% for another year. However, the postponement of the VAT increase is temporary and may subject to change in future years.
